This article is provided as a quick-reference guide for operators using Blackbushe to ensure the comply with regulations following the UK’s exit from the EU.

GENERAL AVIATION REPORT (GAR)

The requirement to file a GAR has not changed following Brexit. A reminder of the requirements:

  • All Operators are responsible for notifying UK Border Force of any applicable flights. Operators must notify Border Force using the GAR report form. Blackbushe Tower must be copied on all notifications to UK Border Force.

  • GARs must be submitted to the National Crime Unit (NCU) by email (ncu@hmrc.gsi.gov.uk), or by submitting a report using the GOV.UK website.

  • In all cases, Blackbushe Airport must also be provided with a copy of the GAR, as this helps us resolve queries on your behalf.

The required notice periods for reporting vary depending upon the route being flown:

LEAVE TO ENTER THE UK

From 1 January 2021 EU/EEA Citizens (in addition to all other non-UK nationals) must seek “Leave to Enter”. The process for this is as follows:

  • Border Force should utilise the information provided on the GAR and will contact travellers to grant the required permission remotely.

  • If passengers have not been contacted by Border Force, they must not disembark the aircraft. Passengers must contact UK Border Force (Farnborough) on:

    • +44 (0) 1252 526 128.

  • Failure to obtain permission to enter the UK may result in you entering the UK illegally and subject to enforcement action.

  • You do not need to call if you have existing permission to enter or remain, or have a right of entry to the UK. For further information visit gov.uk/visa-immigration.

Leave to Enter for flight Crew

We have sought clarification with Border Force at Farnborough, as to whether non-UK Pilots involved in Public Transport who remain within the airport site need to obtain a Leave to Enter. They answered that at present there is no policy available on this. They will be seeking clarification, but in the meantime, they advise that Pilots involved in Public Transport flights must obtain Leave to Enter, even if they remain within the airport site.

HMRC IMPORT/EXPORT OF CARGO

Blackbushe Airport has a Certificate of Agreement (CoA) but is not one of the “Other Listed Locations” permitted to import or export EU goods. Therefore, the carriage of any cargo internationally is not permitted into or out of Blackbushe Airport. PET TRAVEL

There are no changes to the process for importing Pets into the UK under the Pet Travel Scheme. However, travellers from the UK wishing to enter the EU with their pet, should follow new guidance to comply with EU rules: https://www.gov.uk/government/news/new-rules-for-pet-travel-from-1-january-2021
